EMS Branch proposes changing state EMS Council

FRANKFORT — The size of the KY EMS Council was significantly increased last year. This expansion was done to allow the Cabinet to form a new EMS for Children Committee that was mandated by legislation. In addition, several of the other standing committees of the Council expressed the need for additional members with particular expertise. We had been advised at that time that only members of the parent KY EMS Council could serve as voting members of any committee of the Council. Recently this policy was clarified to state that members of advisory bodies established by the Cabinet under statutory authority can serve as voting members.

With this revised interpretation, we have been looking at ways to reduce the overall size of the KY EMS Council as well as make its composition more representative of EMS. Please review the proposal below. The proposal calls for a 16 member KY EMS Council whose composition includes the major providers and professions with an interest in EMS as well as a consumer/parent and an elected official.

The Council would have 4 standing technical committees. One, the EMS for Children Committee is mandated by law. It would have up to 9 members, 1-2 of whom are also members of the KY EMS Council. That group would meet periodically to give guidance and direction on how to best meet the needs of children in our EMS planning, training, and practice. The other 3 committees are not established by statute. Therefore, the membership of these committees is made up from the membership of the full KY EMS Council AND the EMS for Children Committee.

The proposal has been sent to the Council and to major EMS organizations for their review and comment.   • The KY EMS Council is a 16 member body broadly representative of the providers and professions with interest and expertise in emergency medical services.
  • The EMS for Children Committee consists of 9 individuals (including 2 members of the KY EMS Council) with interest and expertise in providing emergency medical services to children.
  • The other standing technical advisory committees are made up of members of both the KY EMS Council and the EMS for Children Committee. All committee recommendations made through the KY EMS Council to the Cabinet and to the KY Board of Medical Licensure.
