Notices of intent to promulgate administrative regulations

FRANKFORT — The following EMS-related notices of intent to promulgate administrative regulations were received as of noon, March 14 by the Kentucky Legislative Research Commission.

KENTUCKY BOARD OF EMERGENCY MEDICAL SERVICES

March 6, 2003

(1) 202 KAR 7:010. Definitions. Provides a definitional section for emergency medical service regulations by the Kentucky Board of Emergency Medical Services.

(2) The Kentucky Board of Emergency Medical Services intends to establish the administrative regulation governing the subject matter listed above.

(3) A public hearing to receive oral and written comments on the proposed administrative regulation has been scheduled for Friday, April 25, 2003 at 9 a.m. at the KBEMS Board Room, 2545 Lawrenceburg Road, Frankfort, Kentucky 40601.

(4)(a) The public hearing will be held if:

1. It is requested, in writing, by at least 5 persons, or an administrative body, or an association having at least 5 members; and

2. A minimum of 5 persons, or the administrative body or association, agree, in writing, to be present at the public hearing.

(b) If a request for a public hearing, and agreement to attend the public hearing are not received from the required number of people at least 10 days prior to April 25, 2003, the public hearing will be canceled.

(5)(a) Persons wishing to request a public hearing should mail their written request to the following address: Kentucky Board of Emergency Medical Services, Patricia T. (7) Information relating to the proposed administrative regulation:

(a) The statutory authority for the promulgation of an administrative regulation relating to the subject matter of administrative regulation is KRS 311A.010.

(b) The administrative regulation that the Kentucky Board of Emergency Medical Services intends to promulgate will prescribe a definitional section for emergency medical service regulations by the Kentucky Board of Emergency Medical Services.

(c) The necessity and function of the proposed administrative regulation is as follows: Establish a definitional section for emergency medical service regulations by the Kentucky Board of Emergency Medical Services.

(d) The benefits expected from administrative regulation are: Prescribe a definitional section for emergency medical service regulations by the Kentucky Board of Emergency Medical Services.

(e) The administrative regulation will be implemented as follows: The regulation will be implemented by Office of Kentucky Board of Emergency Medical Services.

(2) The Kentucky Board of Emergency Medical Services intends to establish the administrative regulation governing the subject matter listed above.

(3) A public hearing to receive oral and written comments on the proposed administrative regulation has been scheduled for Friday, April 25, 2003 at 9 a.m. at the KBEMS Board Room, 2545 Lawrenceburg Road, Frankfort, Kentucky 40601.

(1) 202 KAR 7:055 Advisory opinion. Prescribes advisory opinion procedures by the Kentucky Board of Emergency Medical Services.

(2) The Kentucky Board of Emergency Medical Services intends to establish the administrative regulation governing the subject matter listed above.

(2) The Kentucky Board of Emergency Medical Services intends to establish the administrative regulation governing the subject matter listed above.

(3) A public hearing to receive oral and written comments on the proposed administrative regulation has been scheduled for Friday, April 25, 2003 at 9 a.m. at the KBEMS Board Room, 2545 Lawrenceburg Road, Frankfort, Kentucky 40601.

(c) The necessity and function of the proposed administrative regulation is as follows: Establish training and educational and continuing education requirements for first responders, emergency medical technicians and paramedics and the structure for the educational institutions and instructors for emergency medical service procedures by the Kentucky Board of Emergency Medical Services.

(1) 202 KAR 7:701. Scope of practice. Prescribes authorized first responders, emergency medical technicians and paramedics scope of practice and procedures by the Kentucky Board of Emergency Medical Services.

(2) The Kentucky Board of Emergency Medical Services intends to establish the administrative regulation governing the subject matter listed above.

(3) A public hearing to receive oral and written comments on the proposed administrative regulation has been scheduled for Friday, April 25, 2003 at 9 a.m. at the KBEMS Board Room, 2545 Lawrenceburg Road, Frankfort, Kentucky 40601.

(4)(a) The public hearing will be held if:

1. It is requested, in writing, by at least 5 persons, or an administrative body, or an association having at least 5 members; and

2. A minimum of 5 persons, or the administrative body or association, agree, in writing, to be present at the public hearing.

(b) If a request for a public hearing, and agreement to attend the public hearing are not received from the required number of people at least 10 days prior to April 25, 2003, the public hearing will be canceled.

(5)(a) Persons wishing to request a public hearing should mail their written request to the following address: Kentucky Board of Emergency Medical Services, Patricia T. (b) Persons who wish to file this request may obtain a request form from the Kentucky Board of Emergency Medical Services at the address above.

(7) Information relating to the proposed administrative regulation:

(a) The statutory authority for the promulgation of an administrative regulation relating to the subject matter of administrative regulation is KRS 311A.140, 311A.160, and 311A.170.

(b) The administrative regulation that the Kentucky Board of Emergency Medical Services intends to promulgate will prescribe authorized first responders, emergency medical technicians and paramedics scope of practice and procedures by the Kentucky Board of Emergency Medical Services.
