The Office of Inspector General has issued three very
significant OIG
Opinions on July 26. These opinions
deal with the
issue of "insurance only" billing of residents of a
municipality and the
impact of the collection of local taxes in lieu of collecting the
copayments.
In a nutshell, a municipally operated service,
with some
limitations, may waive copayments based on resident status, but a
private
ambulance service under contract with the municipality may not. These
opinions help clarify a significant issue for many ambulance
providers and
municipalities.
