RE: Kentucky Board of Medical Emergency Services

Dear Mr. Hultgren:

As you know the Kentucky General Assembly passed, and the Governor signed into law, House Bill 405, an act relating to Emergency Medical Services (EMS).

House Bill 405 establishes a new organization known as the Kentucky Board of Emergency Medical Services to be responsible for all EMS functions and activities relating to state government. This Board will establish training, certification and practice requirements for EMS personnel; license, inspect and establish standards for ambulance services and other EMS providers services; license and certify EMS personnel and providers and carry-out disciplinary actions; develop and implement state and regional EMS trauma care systems plans; administer EMS matching grants to assist local governments and other entities with purchases and training; and establish and maintain emergency medical services for children program.

These activities have been carried out by the Cabinet for Health Services and the Kentucky Board of Medical Licensure until now.

House Bill 405 contains an implementation schedule whereby the Kentucky Board of Emergency Medical Services is to be appointed by the Governor on September 1, 2000. I am writing you today to let you know the Governor is accepting nominations for the Emergency Medical Services Board. Enclosed you will find the nomination form for the Office of the Governor.

The board will be composed of 16 members who are residents of Kentucky. Members will include one paramedic, one emergency medical technician (basic) and one emergency medical technician (first response), working for a government agency who does not serve in an educational management or supervisory capacity; one physician licensed in Kentucky having a primary practice in emergency medical care; one physician licensed in Kentucky serving as medical director of advanced support ambulance service, one physician licensed in Kentucky routinely involved in emergency care of children, one trauma surgeon licensed in Kentucky, each selected from a list of three physicians submitted by the KMA; one citizen with no involvement in the delivery of emergency medical services; one EMS educator from a Kentucky college or university; one mayor of a city that operates a licensed Class I ground ambulances; one county judge/executive from a county that operates a Class I ground service; one volunteer-staffed licensed Class I ground ambulance administrator who is a certified EMT or licenses paramedic; one hospital administrator selected from a list of five nominees from the KHA; and one basic life support and one advanced life support government operated ground ambulance service administrator who is a certified EMT or licensed paramedic.

If you or someone you know is interested in submitting nominations, please do so as soon as possible. These forms may be returned to me for submission to the Governor's office or to Bill Beam, Jr., Director, Boards and Commissions, Governor's Office, State Capitol, Room 100, Frankfort, Kentucky 40601.
