Proposed EMT and ambulance regs available for review By
JOHN HULTGREN FRANKFORT — Proposed revisions to the current EMT and ambulance regulations that were filed by the EMS Branch with the Kentucky Legislative Research Commission on May 15 are now available for review. The regulations would replace all of Chapter 13 and sections 70 through 90 of Chapter 14, with the exception of the section dealing with fees. It was decided not to change the fee section since the new Kentucky Board of Emergency Medical Services would soon have to make their own decision regarding fees, according to Robert Calhoun, Kentucky EMS Branch Manager. The new regulations will be officially published June 1 in the Administrative Register. If requested, a public hearing would be held June 21 at 9:00 a.m. EST at the Health Services Auditorium, Department of Public Health Building, 275 East Main Street in Frankfort. A public hearing could delay enactment of the regulations up to two months. Without any controversy, the new regulations could be in place by the end of July or the beginning of August, Calhoun said.
Anyone interested in attending the hearing and speaking to any of the proposed regulations must submit notice by June 14, or the public hearing may be cancelled. The regulations would then go to the Health and Welfare Committee in late July. All EMS regulations, however, may become invalid when the Kentucky Board of EMS takes over the functions of the EMS Board. KBEMS could have copies of the current regulations enacted as "emergency regulations" while new regulations are promulgated. However, emergency regulations expire after 6 months.
